ReFrame Strategy Consulting is led by Jennifer Clarke — a C-suite operator with more than two decades of leadership experience transforming how organizations attract, serve, and retain the people they exist to support.

Jennifer has led operational transformations at organizations serving 5,000 to 50,000 participants annually, across across workforce development, public education, nonprofit, government, and private-sector environments. Her work spans the U.S. and internationally, and consistently focuses on the same core challenge: closing the gap between what an organization intends to do and how it actually operates.

She specializes in the operational layer that most leaders struggle to see clearly — the workflows, handoffs, role gaps, and communication breakdowns that quietly drain performance and erode trust. Jennifer doesn't diagnose and disappear. She builds systems leaders can actually run after she leaves.
